  1. Governmentwide Acquisition Contract

    GSA 8(a) STARS III

    Contract No.47QTCB21D0231

    Sole-source8(a) directed sole-source up to about $5.5M (the FAR 8(a) services ceiling). Larger requirements compete among 8(a) STARS III holders.

    A Governmentwide Acquisition Contract for IT services and IT services-based solutions, set aside for SBA 8(a) firms. D9Tech holds STARS III and performs IT engineering, cloud, cybersecurity, and software work through it.

    How an order reaches us

    STARS III allows 8(a) directed (sole-source) task orders, a recognized exception to fair opportunity, so an agency can place an order straight to D9Tech without running a full competition. Above the current FAR 8(a) sole-source ceiling for services (about $5.5M), the requirement is competed among 8(a) STARS III holders instead.

    What the contracting officer submits

    The ordering contracting officer completes brief DPA training, requests a STARS III Delegation of Procurement Authority from GSA, and prepares the order package: statement of work, in-scope confirmation, and Section 508 requirements. For a sole-source order, the requirement is offered to SBA for acceptance to D9Tech.

    Who to coordinate with

  2. Multiple-award IDIQ, 8(a) and SDVOSB contracts

    A governmentwide family of multiple-award IDIQs for complex professional and technical services, built as separate small-business contracts. D9Tech holds OASIS+ on both its 8(a) and SDVOSB contracts.

    How an order reaches us

    Each socioeconomic outcome has its own OASIS+ contract. On the 8(a) contract an agency can compete an order or place an 8(a) sole-source order directly to D9Tech, with the same FAR 8(a) sole-source ceiling (about $5.5M for services) applying. On the SDVOSB contract the order is set aside and competed among SDVOSB holders.

    What the contracting officer submits

    The contracting officer completes OASIS+ DPA training, requests a Delegation of Procurement Authority from the OASIS+ program office, then issues the task order solicitation against the correct domain and NAICS. An 8(a) sole-source order is offered to SBA for acceptance to D9Tech.

    The GSA OASIS+ program office for the Delegation of Procurement Authority, and SBA for 8(a) offer and acceptance. Orders are solicited and placed through the GSA ordering portal.

  3. Navy multiple-award IDIQ

    SeaPort-NxG

    Sole-sourceNo directed sole-source on SeaPort-NxG. Orders are competed, and can be set aside for SDVOSB or 8(a).

    The Navy's multiple-award IDIQ for engineering, technical, and program-management support services. D9Tech is an active SeaPort-NxG holder, well aligned to Navy engineering and mission-system work.

    How an order reaches us

    SeaPort-NxG task orders are competed on the Navy's SeaPort portal; the Navy does not place directed sole-source orders on this vehicle. A contracting officer can set an order aside for small business or for a category such as SDVOSB or 8(a), and D9Tech competes for and wins those orders as a holder.

    What the contracting officer submits

    The requiring Navy command posts the requirement as a bid event, the statement of work and solicitation, on the SeaPort portal. D9Tech responds with a technical and price proposal inside the portal.

    Who to coordinate with

    A Navy authorized ordering office runs the action through the SeaPort portal at seaport.navy.mil. D9Tech can prime a task order or team and subcontract on one.

  4. Partner path, not a federal vehicle

    AWS Professional Services

    Sole-sourcePartner path, not a federal vehicle. Reachable through any vehicle above, with no sole-source ceiling of its own.

    D9Tech is an AWS Select Tier Partner and supports AWS ProServ and AWS partners directly with cleared engineers. This is a partner engagement path, not a GWAC, and it sits alongside the federal vehicles as a way to engage D9Tech through AWS.

    This is a partner path rather than a federal contract vehicle. D9Tech engages directly with AWS Professional Services and AWS partners, supplying cleared engineers to support delivery.

    Engage D9Tech through an AWS ProServ engagement, or bring D9Tech onto an AWS team as a subcontractor or teammate on the work you are already standing up.

    Work through your AWS account team or AWS ProServ engagement, alongside any of the federal vehicles above when a contract action is needed.

8(a) sole-source limit: D9Tech may not receive sole-source 8(a) contract awards once it has received a combined total of competitive and sole-source 8(a) contracts in excess of $168,500,000 during its participation in the 8(a) BD program.
